(1)
To bring pressure, in order to eradicate the
causes of recurrences of terrorism, upon the members
of Blue Shirts, C.C. Corps (Green and White Gang;
secret political society headed by the two "Chans" -
Chan Kuo-fu and Chan Lap-fu); Communist Party and other
secret Chinese societies who are responsible for anti-
Japanese and anti-peace movements, and to make atop
their activities.
To deport them when sufficient circumstantial
facts be established.
(2)
To suppress anti-Japanese activities of the agents
of the Chinese Government and Kuomintang perty at
Chungking.
(3)
To treat amicably and friendly those Chinese
people who advocate pro-Japanese and peace movements.
(4)
To enforce fair, impartial control on Chinese
newspapers issued in Hong Kong. (To give full publicity
to those articles on the subject of peace movement, and
to exclude pressure and hindrances brought about by
Chinese upon such newspapers as publish news, editorials
and correspondences in respect of peace movement, etc.)
(5) To prohibit importation of arms and ammunitions
to the interior, say, by South-West Transport Company,
Central Trust Bureau and other organs of the Chungking
Government.
(6)
To take appropriate and effective steps for the
prohibition of anti-Japanese agitat on among inhabitants.
(Prohibition of anti-Japanese fund campaign, anti-
Japanese cinema pictures and theatrical performance and
anti-Japanese publications, etc.)
