I do not think that I can add much to my minute

on F 2882/2882/10.

China is so weak in a military sense and so

disrupted by the Japanese campaign that the suggestion

for immediate staff conversations seems rather unreal;

it would also be dangerous, for while China can do

nothing to protect us against Japan, the proposed action

would inflame the Japanese against us in a region

where we also are particularly weak. The Chine se

request may, I think, be regarded as a rather naïve

attempt to involve us in the present struggle with

Japan regardless of our own difficulties in a future European war.

An immediate and practical method of helping

China in her military campaign would be to expedite the

air mission for which Chiang Kai-shek is pressing. Our

last letter to the Air Ministry on the subject was sent on March 3rd (F 1751/362/10) urging that the proposal should receive immediate and sympathetic consideration.

A reply has not yet been received.
