Refers to Harbin despatch No. 5 of 20th January (F 2482/2482/10). Transmits copy of despatch No. 21 of 17th March from His Majesty's Consul-General, Harbin reporting that among ten Japanese consular
posts in Manchuria, the closure of which was effected on the 28th February the following three posts in Harbin consular district were included: Tsitsihar Consulate-General, Paichengtsu office of Tsitsihar Consulate-General and Halun arshun sub-office of
Hailsan Consulate.
