Closing of Japanese Consulate-General at Mukden.

Transmits copy of Mukden despatch to Shanghai No.11 of 16th January (Copied Tokyo,Peking) in which it is reported that the Japanese Consulate-General at Mukden was officially closed on 15th January. Mr. White there- by succeeds to the position of Doyen of the Consular Corps. All Japanese Consulates south of Hsinking are

also to be closed within the next few weeks.Reasons given are (1) intimate relations between Japan and Manchukuo (2) establishment of law and order (3) in Registry 15th Mar. 1939 abolition of exterritoriality.Japanes@need for

Consular assistance in Manchukuo must be rare.
