Reported Sino-German barter agreement.

Addressed Shanghai Embassy No.252 of 23rd March. Refers to Shanghai telegram to Foreign Office No.238 (F 2462/24/2/10). Minister of Economic Affairs stated that Herr Voigt, emissary of German Ministry of Economic Affairs was in Chungking in connexion with barter agreement on terms as yet unspecified.Germans were willing to sell munitions for cash, other supplies on credit. Germany is prepared to increase her purchases from China. Wolff's representative has already arrived. Chinese will procrastinate as long as possible.
