Reported negotiation of Sino-German credit arrangement.

Addressed to Chungking No.220 of 20th March. Refers to Chungking telegram No.225 (F 2684/2462/10). Would be unwise to condemn these German plans until more is known about them and in any case it might not be in British interests to hamper them. It would be interesting however to have further information which should be obtained direct from Foreign Trade Commission of Ministry of Finance rather than Mr. Donald.
