by arrangement with both guerilla and Japanese authorities.

3. I should be grateful to learn whether Your Excellency has

been able to take any action in this connexion. Particulars given

in paragraph 2 above are for Your Excellency's own information and

should not be used in any representations made. It is clear that

Japanese army intend the purchase and transport of cocoons to be a

monopoly of their nominees, and if they can to prevent other foreign

concerns from having any share in the trade.
