Charge to be brought in Parliament against the Royal Navy, China Fleet.
The Opposition have given notice that in the course of the debate on Navy Estimates they will bring forward the charge that the Royal Navy do not properly carry out their duty of supporting British interests and protecting British lives and property in China. It is gathered they will be mainly concerned with the Yangtse gunboats which they allege are afraid to go up the river, and the Rear Admiral Yangtse, whom they will accuse of spending all his time at Shanghai. Encloses copy of note dictated for information of the Civil Lord and enquires whether Foreign Office have jany comments.

The mistake (Chingkiang for Chungking) on page 2 was pointed out to Mr.
Jarrett, and it
suggested to him that the sentence at the bottom of that page should be amended to exclude reference to the dynamite removals (which certain MP's had suggested had ed against interfered with Chinese military Operations). Mr. Jarrett accepted this suggestion.
