With reference to China Minute No.1098 of 19th July, 1939, these books are photostat reproductions made on 1st September, 1938 by the New China Printing Company of 15, See Shiu Lao, Wenchow, and published by Li Ching Fong of the same address. They are on sale at $2.00 each volume.
For all practical purposes there is no copyright law in China enforceable against Chinese citizens and this practice of copying text books and popular magazines and other publications for sale at very reduced prices compared with the originals has been going on in Shanghai for some years.
2. No legal redress is possible, but, if you wish, I will represent the matter to H.B.M. Consul General with a view to his requesting the Shanghai Municipal Council for information as to whether some pressure can be brought to bear against the distributors the China Book Service Company of 281, Foochow Road, Shanghai, against the sale of these 'pirated' Admiralty books. Alternatively, or in addition, the British Embassy might be asked to inform the Chungking Government that the copying, and unauthorised sale of the British Admiralty Copyright reserved books constitutes a breach of international commercial etiquette.
