Shanghai Municipal Police Report, 24/3/39.
ith re erence to Your Excellency's despatch
Ho. 108 (1/64/1939) of the 1st March, 1939, on the
subject of the "International signal Code", I have the
honour to transmit herowith copy of a report which
has been furnished to ac by the Shanghai unicipal
Police in response to my enquiries regarding this matter.

You will observe from the enclosed report
that the pirated edition of this work was published
and printed by the International Book Company,
Bubbling Well partments, Bubbling ell Road, Shanghai,
and that the Chinese manager of this concern has now
agreed not to print further copies of this book. J
understand from the police that the manager's co-
operation in this case was the more readily obtained
inasmuch as he admitted having lost oney on this
particuler venture.

he enclosed report refers to a request from
this consulate- ouer 1 for action to be taken to suppress
the sale of locally reprinted copics of "The Incertation
-1gmal Code." Lo such specific request was in fact
mide but the report affords a useful indication of the
extent to v ich police action may be effective in cuses
