With reference to the letter from this

Department of the 10th of March regarding the treatment

of Japanese Government chartered vessels in Hong Kong,

I am directed by Mr.Secretary MacDonald to request you

to inform Viscount Halifax that in view of the

developments reported in the despatch from His Majesty's

Consul-General at Canton to His Majesty's Ambassador at

Shanghai (No.40 of the 20th February), a copy of which

was enclosed in Foreign Office letter No. F.2129/79/10

of the 15th March, Mr. MacDonald does not consider it

necessary to send a reply to Sir Geoffry Northcote's

Secret (2) despatch of the 13th of February (enclosure

in Colonial Office letter of the 10th March) until a

further communication is received from the Governor.
