Since 1937 an arrangement has been in force whereby particulars of British properties are notified unofficially to Japanese Military authorities by Air Attaché. Repeated requests from Japanese consular officials for official communications have always been refused. Feels that this attitude is unnecessarily cautious and that His Majesty's Govern- ment would be in a stronger position to protest against damage to British property if every effort had been made to give all particulars. Japanese Consul-General in Shanghai continues to press for full information. Requests that matter be reconsidered and authority given for furnishing of such information to Japanese (Repeated Tokyo No.363 Saving)
