The area referred to in Tokyo telegram' No.1187 was Swatow to Pakhoi. Considers that it is impracti- cable to inform Japanese of movements of British vessels. The Japanese Consul-General should be told this, and also told that any damage by Japanese forces to British shipping will be their responsibility.
