Sir,

I have the honour to report that Colonel Saburo

Miura, until recently director of the Osaka Gendarmerie,

has been appointed to an unspecified post in Shanghai,

for which he left Osaka on December 17th last. He is

succeeded by Colonel Shigeru Oki, who is stated to be

at the moment in China.

Colonel Miura was appointed to Osaka in November,

1937, and is said to have distinguished himself in

devising anti-spy methods suited to industrial cities.

3. He was always particularly affable to this office

and was most helpful in solving difficulties. In the

sphere of social relations he even went so far as to make

the first move, which is rare in his kind. He had been

to England and one had the impression that he felt grateful

for the good time he had had there.

4. If Colonel Miura is given a position in Shanghai

which brings him into contact with foreigners he might

do much to create a friendly atmosphere. One had the

refreshing feeling with him that he enjoyed talking frankly

and was not afraid to take on himself the responsibility

of stating exactly what his intentions were in any matter.
