INDUSTRIAL SITUATION IN SHANGHAI.

I have the honour to transmit herewith a

copy of the first part of the report of the

Industrial Section of the Shanghai Municipal Council

for July.

2.

This report shows the difficulties which

are beginning to affect Shanghai as a result of

the fall in the exchange value of the dollar, and

is in marked contrast to similar reports of 1938,

which tended to emphasise the rapid recovery of

this city (see for example Commercial Counsellor's

despatch No. 97 of December 23rd to His Majesty's

Ambassador, copied to the Department of Overseas

Trade as No. 88).
