His Excellency,

I have the honour to refer to paragraph No 2 of my despatch No 45 of July 29th 1938 (to Tokyo as No 34, to the Foreign Office as No 40) in which it was mentioned that some of the members of the Manchoukuo

Economic and Amity Mission wished to pay a short vizit

to England during their official tour.

Mr Wei Huan--chang, Pinchiang Provincial Governor, who was one of the delegates, has now returned to Harbin and has given an interview to local press reporters. Mr Wei regretted that he had had no opportunity of talking with British ofiicials in England but he was agreeably aurprised by the absence of hostility amongst the people he met and he was gratified to see that mape now showed Manchoukuo aɛ a separate

entity.

Contrary to his expectations he was treated with marked courtesy by Customs officials and hie travel documents were acknowledged at once.

3.

From the friendly tone of ar ei'e remarks it

seeme clear that Mr Fukumoto, one of the Vice Presidente

of the Mission, performed a useful service in advising some of the menuere to visit the United Kingdom.
