Japanese request for notice (Consul General Canton telegram No. 33 to Shanghai)

was made after visit of British and American Warships to

Hoihow. No trouble was experienced by H.M.S. TENEDOS nor

as far as I know by Americans, I intend that H.M.S.TENEDOS

shall repeat her visit on March 10th without notice and will inform Admiral Le Biget of what occurs. Report of last visit is being sent to him for his information. Japanese request for notice was not made through usual

diplomatic channels in Tokyo and no reply has been received to my refusal to comply.

You should inform French S.N.0. for Admiral

Le Pigot accordingly. I presume he is fully au fait

with the American attitude in this matter.
