In telegrama Nos 1214 and 1215 of October 19th,
addressed to the Foreign Office, and repeated to Your Excellency as Nos 977 and 978, His Majesty's £mbassador at Tokyo summarised the notes exchanged between the Polish and Manchoukuo Ambassadora resident at Tokyo regarding the
establishment of Consulates and other matters pertaining to
their countries' interests. The texts of the notes were
published in the Official Gazette dated December 7th and 1 have accordingly the honour to attach a copy of these for
the purpose of record.

Simultaneouely the Fremier of Mancho kuo ieɛved a
statement of considerable interest, in wich he proceeded
from a reference to the happy augury of new Polish-Manchoukuo
relations to a dissertation on the attitude of his Govern-
ment to recognising and non-recognizing powers. A transla-
tion of the essentials of the statement, as published in the
Manchurian Daily News, is attached hereto, together with a journalist's comments on the significance of the declaration. The most important part of the remier's announcement lies
in his remark that "it is but natural that the treatment"
"which Manchoukuo should accord to subjects of those"
"foreign Powers which have recognised her should be"
"aifferent from that accorded to nationals of those"
*which have not". A stiffening of the attitude of the
Manchoukuo
