Vice- Minister said he understood notice originally offered was only 24 hours but he felt sure matter would be settled by local authorities. Handed to Vice-Minister note of which text is given in Tokyo telegram No. 18 8 (F 1867/1696/10) Gives details of arrangement reached as regards publicity.
