Smuggling of Japanese goods into Shanghai.

Refers to Shanghai despatch No.940 of 12th November (F 13816/62/10).

Gives an outline of the present situation regarding smuggling at Shanghai. Though the Customs authorities believe that almost all commercial cargoes pay duty, there is still

a certain amount of smuggling. Besides this, the determination of what cargoes should pass duty- free varies considerably.
