(a) .uring the continuance of a state of
urgency the
Jamnicipal Zouncil shall have power and authority from tise to tise to sure, repeal, assify or otherwise vary

went, and for the better protection of the lives and
property of persuns within the British Concession:
ided always that no mergency urder shall be valid un-
lees and until the same has been a roved by lis Brit-
annic Majesty'a Consul-Cuneral.
(3) In such argency urders the Junicipal Council may
assign penalties to be enforceable in the chee of in-
fringement of the stap, and such penalties shall be
enforceable is the ease manner as the penalties attach-
ing to infringement of the Counell's bye-laws.

after publication thereof.

discontinuance of a state of surgundy: rovided that
the expiry of un derpony roz shall not--
(a) ffect the operation the reaf or anything duly done
or suffered thereuncer; or
(b) ffoot any right, privilege, exestion, obligation,
or liability acquired, socrud or incurred tÏereunder;
(0) Affect any penalty or punishment incurred in respect
of the somalssion of any breach thereof; or
(a) Affect any investigation, legal proen ding, or renocy
in respect of any such right, privilege, exemption, obligation, liability or punishment as aforesaid,
