Transmits copy of a despatch from the Governor of Hong Kong No. Secret (2) of 17th August reporting the arrival of Japanese troops on the Hong Kong frontier who although strictly observing the frontier, seem to be there for the purpose of permanently picketing the frontier in order to control communications by that route between the Colony and China; report any further developments.
