Following is text referred to in my immediately preceding
telegram. Begins.
I have the honour to acknowledge receipt of Your Excellency's note 30 of February 23rd, in which you were good
enough to express the profound regret of the Japanese Government
for the incident in which bombs were dropped by Japanese aircraft
within Hongkong leased territory on February 21st, to offer
compensation for damages, and to assure me that disciplinary
measures will be taken against those at fault and steps taken to
ensure that such an incident will not recur.
Under instructions from His Majesty's Principal Secretary
of State for Foreign Affairs I am glad to inform Your Excellency
that His Majesty's Government regard the incident as having been
settled on these terms. Ends.
