NATURALISATIONS IN HONG KONG

Your predecessor wrote to Andrew Stuart on 16 February 1974 (reference SCR 832/3481/72) about the grant of certificates of naturalisation in Hong Kong. He referred to arrangements made in correspondence with the Governor in 1973 to effect a slight reduction in the number of persons being naturalised and said that for administrative reasons the reduction in the year 1973 had been much greater than had been planned.

In paragraph 5 of the Governor's despatch NAT/MISC/5 Pt 11 of 6 June Rowlands says that the number of naturalisation certificates being sent to us for approval will be increasing during the next few months in order to dispose of a backlog. view of the very considerable decrease which took place two years ago we can understand that there should be some increase now but I would like to be assured that in dealing with the backlog the Immigration Department will still adhere to the criteria agreed in the 1973 correspondence.

3. As I am not sure how far the Immigration Department have been briefed on the 1973 discussions I have thought it preferable not to write direct to them on this subject.
