Lord Goronwy-Roberts said that he was pleased with the progress that had been made on the Planning Paper. He felt that he could accept the redrafted version but wished to emphasise that the programmes outlined were the minimum acceptable: the present Secretary of State, like his predecessor, had decided views on the need for greater progress in Hong Kong. He was glad to note that the new version of the Planning Paper set out clear, definable targets.
2. Lord Goronwy-Roberts recognised that one of the most difficult fields was that of ensuring wider representation of the Legislative and Executive Councils. Criticism of Hong Kong'a institutions in the United Kingdom came from a wide spectrum of opinion: it was not confined to any one party or to left-wing groups. Although some success had been achieved in educating opinion in this country as to the limitations of constitutional development in Hong Kong, significant progress in widening the social basis for appointment to the Legislative Council had to be made.
3. Lord Goronwy-Roberts said that he recognised the difficulty in finding someone with a trade union background for the Legislative Council but an attempt should be made to meet thi requirement. He suggested that a possible way forward at this stage might be to draw upon someone from a public service union? He agreed with the Planning Paper's proposal that the Hong Kong Government should attempt to nurture possible future trade
