the Police, and improved liaison with Thailand, but

so long as the demand exceeds supply some drugs will find

their way into the Colony. Similarly even with a

mass cure, and our experiments have not yet found a

really satisfactory one, demand will continue as long

as it can be met comparatively easily. It is a

very long uphill struggle in which applied science

and research are just as important as punitive and

preventive measures. All the various departments

involved in Hong Kong, together with some dedicated

unofficials, have been brought together in an

Action Committee Against Narcotics staffed by its own

secretariat to provide coordination, impetus and

direction.

24. Corruption

Although the public service in Hong

Kong may not be particularly corrupt by comparative

Asian let alone South American or some European standards

the level of corruption in some sectors is totally

unacceptable.

The causes go deep and the problem can

only be solved by a combination of fear of detection

amongst the corrupt, a massive programme of education of

the public, and scrutiny of procedures in the public

service. The Independent Commission Against Corruption

was set up two years ago to mount this three-pronged

attack. It has an exceptionally high calibre of

leadership, it has secured the confidence of the public,
