factories are of no direct concern to Hong Kong

because they are not ratified by the U.K.

8) RESTRICTION OF WORK

No further improvement on the application of

ILO Conventions is possible because Convention No.

138 which deals with minimum age for all kinds of

employment has not yet been ratified by the UK and

Hong Kong is not therefore required to make any

declaration thereon. Convention 60 remains

open for ratification but again it has not been

ratified by UK.

9) TRADE UNIONS

These represent only partial improvement and

do not enable us to change our declaration of

"applied with modifications" in respect of Articles

3,5 and 6 of I.L.O. Convention No. 87 concerning

the Freedom of Association and Protection of the

Right to Organise.

Reported key crime increased from 15,000

cases in 1965 to 44,300 in 1974 but was held at 42,800

in 1975. These figures include an increase in violent

crime from 3,020 cases in 1965 to 19,682 in 1974, which
