I think that there should be a reference to the fact that the taxation system is not regarded in Britain as adequately progressive. The latter part of the paragraph is generally useful but I think that Ministers will find it too vague and too much of a blank cheque, ie I should like to see some targets with dates, written into this sectio

I take the point made in the last sentence but perhaps it is overdone.

I think we need an explanation for the redrafting of this paragraph. Our draft made good points. Why also has paragraph 7 been left out?

Do the Department accept the validity of the addition to the end of the 6th sentence?

I should welcome the views of Mr Lipsey and the economists on the redraft about rents. This is a very controversial area.

I remain unconvinced by the arguments against contributory schemes eg for unemployment and sickness benefits. Surely it would be possible to graft on a contributory element at least on an experi- mental basis. I don't think that this paragraph really brings out adequately the exigousness of the present safety net.

I am not convinced that it is necessary to be as gradual as the redraft suggests. "Disposable incomes" provide only one side of the coin. We need to think of the overall standard of living.
