Housing is the worst and most obvious deficiency

in Hong Kong although Government housing at heavily sub-

sidised rents had already been provided for 1.7 million

persons between 1954 and 1973. At this point a new

programme was drawn up to provide self-contained housing

in a decent environment for all. To do this it was

calculated that new housing on subsidised terms for at

least 1,800,000 was required which would include

rebuilding sub-standard Government estates then accommodating

500,000.
