Re the letter from the C. I. G. S. at (229), Mr. Melville asked me to attempt an alternative draft reply on lines which he indicated, and to send it first to Mr. Campbell. Accordingly, I submit a draft opposite.

Re the letter from the Governor at (231), I do not think that any action is required, because the two M. Ps. have had to cancel their visit to Hongkong for U.K. political reasons. A telegram was being sent yesterday to tell the Governor that.
