The War Office paper at (215) only shows (and not, I think, greatly to our surprise) how right the Governor is in his Top Secret telegram No. 262, which has just come in, in recognising that there is no quick solution to getting the units out to Hong Kong by pursuing the suggestion about the War Office Dockyard Lands.
I suggest that we discuss our line of action tomorrow morning if possible. I have been told today that a meeting has been fixed with Mr. Radice for 11 o'clock on Wednesday morning 26/3 to discuss the Lands question. In view of the Governor's telegram there is not much point in pursuing the Lands question as it stands. And if we are going to have a meeting with other Departments about the new telegram then there is a good deal to be said for waiting for Mr. Melville (due in this country on 26/3, though I do not know what his movements will be on his return) since clearly this telegram must have been drafted while he was in Hong Kong.
