General Hamilton of the War Office ang me up yesterday and said that, in view of the prolonged delay in getting a decision over the final artillery unit for Hong Kong, the War Office were proposing to withdraw it in January, and said that he would like to know whether we agreed to this.

At the last meeting with Sir Richard Powell on this subject, which Mr. Ashton attended, it was agreed that the War Office should provide some facts on the ownership of the War Office property in the Naval area, so that the "deal" which the Governor had suggested as between the release of this property and the cost of the further unit in the garrison could be examined. The War Office have however come to the conclusion that they should treat the extra cost of the unit and the release of this property as two separate items, and sre therefore proposing to withdraw the unit. I said that we could not agree to this without referring the matter to our Ministers, and that in view of the decision taken at Sir Richard Powell's meeting we should want word in writing of the War Office intentions. General Hamilton is going to provide this, and I think at that stage we shall have to examine the situation. At the moment the unit will not be pulled out.
