We do not yet know the precise form in which the issue which has been revealed by (190), and our reply to it at (192), will come before the Defence Committee,/in view of the fact that the War Office want to start pulling out the 74th L.A.A. on the 1st February, it is certain that it will come pretty quickly and that there will be very little notice. I have therefore prepared opposite a draft brief for the Secretary of State assuming that the arguments will hinge on the question of costs. Much of the material arises from the meeting which Mr. Ashton and I had with Mr. Charlton and Mr. Light at the War Office on Wednesday, 22nd January. I have not re-argued the

case for the extra units in view of the fact that the enclosure to (190), and also (193), on the file accept that they should be stationed in Hong Kong if they could be paid for. If, however, the Secretary of State wants to refresh his memory on this point I think that the arguments which we provide in (192) and the background material in (191) will suffice.

Until we get the Defence Committee agenda it probably would be wasteful to submit this draft brief higher in the Office, but if you could go over what has been written so far and see whether you agree we could perhaps put the brief by until we have to re-consider it.
