In your Confidential and Personal letter (FED AG.59) dated 28th April about the visit by Baxter and Ungoed-Thomas, you refer to the possibility of my discussing defence, exclu- ding the financial aspect. I am not clear, however, what you have in mind for discussion and wonder whether you could let me know in time? I am assuming that it is not the sub- ject of the strength of the garrison, about which the position is that it is completely inadequate for the defence of Hong Kong and insufficient for support to the civil power in serious rioting under the conditions which we believe would prevail in Hong Kong

I should prefer not to raise this one because it is of particular delicacy here.
