The Committee had before them a note by the Chancellor of the Exchequer (D. (58) 30) on the result of further negotiations with the Government of Hong Kong about their contribution to the costs of the Army garrison in the Colony.
THE FINANCIAL SECRETARY, TREASURY said that the Governor of Hong Kong had now proposed that the Colony should continue to pay their full defence contribution of £1 million a year in respect of the proposed permanent garrison of six major units together with an additional special contribution of £250,000 a year in respect of each additional unit temporarily stationed in the Colony. The question of compensation in respect of War Department. Lands would be dealt with separately. The Chancellor of the Exchequer considered that these proposals rperesented a satisfactory settlement.
In discussion the following points were made -
(a) THE COLONIAL SECRETARY said that this settlement was due entirely to the concessions made by the Government of Hong Kong. Their helpful co-operation in this matter should be borne in mind in the course of the further negotiations about the compensation for the War Department land.
(b) There would need to be further capital expenditure of about £100,000 on repairing barrack accommodation in Hong Kong for these two additional units which would be arriving in the Colony later in the year.
(c) The two additional units could only be provided temporarily in Hong Kong. After 1962 the garrison would need to be reduced to the agreed level of six major units.
