For these reasons our preliminary view is that we should take steps to ensure that some anti- aircraft batterics are available in Hong Kong, In speaking to you however I gathered that the question of the value of anti-aircraft batteries generally and of the type to be used in particular cases against particular threats is a highly technical one and one to which the answer is by no means always easy or clear. I am eccordingly writing to you to seck in the first place War Office views on the desirability and/or necessity of providing anti- aircraft batteries in long Yong. If you think that their provision would be desirable we should also be grateful for your further views on the possibility of including one or mor: such butteries in one or other of the additional Artillery Regiments shortly to go out to the Colony or, if this would not be possible, on the desirability, if both the Governor and the Commander, British Forces, agreed, of attempting to raise such units locally.
