(c) The assumptions should be put by the United

Kingdom representatives in the Working Group to the American side with a view to getting them accepted by the United States Govern- ment. At this stage our representatives should be permitted, if requested, to dis- close the forces available to the Commander, British Forces, Hong Kong up to 1962 and our military objectives in Hong Kong.

(a) The Anglo-American Working Group in Washington

having agreed an assessment of both military and subversive threats, should agree a concept of United States/United Kingdom/measures to prevent overt hostilities.and

(a) To the assumptions set out in peragraph 6

above and the objectives in paragraphs 4 and 5 above.

(b) To the procedure set out at paragraph 7 above.

Dear Melville,

At their meeting on 16th January, 1958, which you attended, the Chiefs of Staff discussed Military Measures to Meet the Threat to Hong Kong from Communist China and invited the Colonial Office to take note of their views.

2. As you will see from the record of the discussion the particular points to which the Chiefs of Staff invited your attention were:-

(a) That any detailed military planning to meet the threat to Hong Kong must be carried out in the Far East.

That it was important, should negotiations reach a satisfactory conclusion, that United States backing of British Defence plans for Hong Kong should become known to the Chinese Communist Government. The method and timing was a matter for the Getmial Office.
