5. We agree with the conclusions of the BDCC (FE) report, except that we consider that even if forces defending Hong Kong were in exclusive possession of nuclear weapons, the garrison might be inadequate to deal with the threat which the Chinese could pose by infiltration by land and sea, and by internal insurrection.

CONCLUSION

6. We conclude that the United Kingdom policy for meeting the threat to Hong Kong from Communist China remains un- changed.
