Mr. Melville

The Chiefs of Staff have now endorsed the report by the B.D.C.C.(F.E.) on the practicability of the defence of Hong Kong in a nuclear context which broadly concludes that" plans for the defence of Hong Kong should continue to rely.. on the general strategic deterrent " in other words, there can be no specific defence measures or the Colony. This conclusion has been accepted by the Governor of Hong Kong.

As indicated in your minute of 30/7/59, you will now wish the papers to be submitted to ? Sir John Martin and the Minister of State.
