Dear Hughes,

XCF-75/325/01

BRIEFING FOR THE GOVERNOR OF HONG-

KONG ON S.E.A.T.O.

Reference your letter of 17th June 1957 (DEF 75/51/01(TS)) and the Governor of Hong Kong's Savingram No. 842, I see no objection to your making use of COS(57) 40 as you suggest.

2.

As regards paragraph 3 of your letter, I understand that time is on our side (your con- versation with Wykeham) and I would therefore suggest as a start that the Chief Secretary, Hong Kong, should have a talk with Wing Commander Baker of this Secretariat. This would of course be entirely informal. Wing Commander Baker will not, however, be back here until Monday, 1st July 1957.

3.

If you subsequently required formal approval of the military aspects of any written brief for the Governor of Hong Kong, we would handle that in the normal way.
