May I refer to your cos.938/24/6/57 of

24th June on the subject of the briefing of the Governor of Hong Kong on SEATO military planning. Mr. David, the Chief Secretary, Hong Kong, and I plan to meet Wing-Commander Baker on Friday, 19th July, for an informal talk on this.

The Governor himself, however, will now be meeting the Chiefs of Staff on 23rd July and the question of SEATO military planning in relation to Hong Kong is one which he may well like to raise with them.

It occurs to us that, in supplying the Governor with the background to, and the nature of, SEATO military planning to meet his present request, it is imperative, for the reasons given in paragraphs 1 and 2 of his savingram, that a means should be found of keeping him constantly in the picture on this, and we would hope that authority could be given for him to be kept informed e.g. through the Commissioner-General's Office, and to
