meeting of our U.K. Preparatory Working Party on the 31st
December we agreed to put in hand the preparation of two

papers one on the extent and capability of the Hong Kong
garrison to maintain our position in the face of the agreed
threat without United States assistance; and another
on intelligence, counter-subversion and social welfare.
We asked the Joint Planners to prepare the military paper.
What we had in mind was that we should tell the Americans
what we could do with what we've got.
40 Our view is that the U.K. side of the Anglo-U.S.
Working Group should use these papers as their brief, and
our hope is that the Group as a whole should produce a
report itmuckxtkexamexİSANEXXX which would present the
United States Government with much the same issue as had
been presented previously to U.K. Ministers, namely
acceptance of the kind of political commitment referred
to above.
