that the assumption to the effect that, during the period under review, the Chinese would not have developed a nuclear capability of their own, nor would the Russians give them one should be removed from the Annex to the report and included in the cover note.
that the Note by the Scientific Adviser should also be included in the cover note, which should be marked "U.K. EYES ONLY".
