OPERATIONAL IMMEDIATE

Defence of Hong Kong has been discussed with U.S.C.N.O. who stated that if Governor so requested U.S. Naval aid would be forthcoming if circumstances permitted but that no prior planning was permitted.

2. With regard to lack of U.H.F., I.F.F. Mark 10 and Blind Bombing Aids he stated all equipment required could be provided by 7th Fleet carriers at the time and offered to have practicability of this tested under cover of a test of evacuation arrangements.

3. Objections to evacuation test owing to effect on public morale are appreciated but Americans are not prepared to take part in a defence exercise.

As however C.0.S. (55) 317 makes it clear that gear to be supplied carr be used for "Combined training exercises" request you will discuss arrangements for such an exercise with C. in C. PAC and Governor and report proposals in good time for approval of C.N.0. to be obtained.

JOINT PLANNING STAFF

PLANNING FOR THE DEFENCE OF HONG KONG

Report by the Joint Planning Staff

In anticipation of instructions we have examined signals from the BDCC (FE) on the subject of planning for the defence of Hong Kong.

2.

Our report is at Annex and a draft reply to the BDCC(FE) is at Appendix.

3.

We have consulted the Foreign Office, the Commonwealth Relations Office and the Colonial Office.

Recommendations

4.

We recommend that if the Chiefs of Staff approve our report they should:-

(a)

(b)

Authorise the signal at Appendix to be sent to the BDCC(FE).

Invite the Joint Intelligence Committee to prepare the ay reciation referred to in paragraph 5 at Annex.

(c) Agree that the Joint Planning Staff study on

the Defence of Hong Kong should be cancelled. (a) Authorise a copy of this paper and the signal to be sent to the First Sea Lord on tour in view of SEACOS 57.
