THE THREAT TO HONG KONG

Note by the Secretary

The Chiefs of Staff have agreed that, preparatory to Anglo-American talks on the defence of Hong Kong, a J.I.C. appreciation is required of:

(a) the circumstances under which an attack might

be made on Hong Kong;

(b) the scale and nature of the attack that might

be launched in these circumstances;

(c) the extent to which the scale of the attack

might be reduced by nuclear counter-action.

In anticipation of instructions the Joint Intelligence Staff are accordingly invited to prepare a draft report for the consideration of the Committee.
