Would you please refer to your letter of
3rd September, 1957, addressed to Johnston (who
is away), about the defence contribution of the
Hong Kong Government for the financial year
1957/58.

As foreshadowed in Johnston's letter of to Phelps
3rd June, the Department has had talks with the
Colonial Secretary and the Financial Secretary
of Hong Kong and besides with the Governor himself; and
you may have seen the records of the Governor's
the
discussions with/Defence Committee and with the
Chiefs of Staff. There have however as yet been no
practical developments arising from those talks.
Perhaps I may say at the same time that, though
there are indeed difficulties to be overcome before
the defence contribution for 1957/58 is available,
Col. W. Russelldmunds we do not think that it would be a fair conclusion,
