Your letter of the 20th September, 1957, to Honnings croused one of the same date from me to Charlton in the War Office, about the defence contribution of the Hong Kong Goverment for the financial year 1957/58.

I can assure you that we have no intention of trying to side-step any acmurances given at the Defence Committee meeting on 23rd July. Nevertheless, because of the serious political difficulties in Hong Kong, we cannot undertake that the matter will be brought tó a satisfactory conclusion before a decision has been taken about the two unit over and above the long-term garrison and indeed on the whole defence provision for Hong Kong, which will again be reviewed in the light of the recent visit of the Minister of Defence to that colony. Melville did, however, have an informal talk with David, the Colonial Secretary, before he returned this week to Hong Kong in the course of which he mentioned the need to got this settled soon and David skid he would look into the matter.
