We could keep silence on this Treasury letter but, on the whole, perhaps it would be better to show respect for the Treasury by replying, even though we have nothing new to say. I have therefore put a draft opposite. The statement at "X" of (20) is very touching; anyone would think that the consider- able lengths to which the Treasury claim to have gone must amount to something painful, like providing some money, and not merely helping to agree on a suitable form of words for a brief. we need hardly answer that part of the letter.
