so as to avoid over-calitalization of some industries while other equally

important industries are starved of finance.

3. To attract and control the savings of the State i.e. Government so that they may be available for productive and consumptive purposes and

for adequate development of our resources without the manipulation arisin

from the profit incentive of private speculators.

4. To control imports and exports with a view to building a soundly

based economy.

To control the rate of interest.

To promote credit unions and cooperatives of all kinds.

To control and regulate where necessary all foreign banking activitie

in Hong Kong in order to promote the economic welfare of the people.

As industry plays a vital roles in the prosperity of Hong Kong,

the Government must follow the policies as follow:-

Cheap or free land for the development of Hong Kong industry.

Interest free loan for Hong Kong industry.

3. Increased productivity to be achieved by aiding to obtain up-to-date

machinery for the production of products.

The Government must also establish Employment Exchange and National Assistance Board to assure the employment and minimum income

of the people.

The time has come for us to ask the Governor to act on the wishes:

and decisions of the people or to resign.

The Labour Party of Hong Kong has decided to hold peaceful picketing tomorrow outside the Colonial Secretariat in order to tell the world that over 90% of the Hong Kong population rant to have power to deside their own destiny and that the Crown dictatorship must go.
