Urban Council, and to recommend whether any other groups might be added to those at present eligible to register. I dare say the elected members will try to drag various issues not covered by the terms of reference into consideration, though I am told that they have not yet done so, but nevertheless the working party should be able to produce needed but minor improvements in the electoral system and also allow a little steam to escape while we are considering the more fundamental questions.
13 I should be glad to have any comments on all this you may care to make, in due course. In the meanwhile, I shall not take the matter very much further.
